A Hotel is a building or a separate part of a building comprising at least ten bedrooms providing housing and food services in consideration of a sum of money. A hotel may contain restaurants, canteens and recreational facilities such as cinemas, night clubs, etc.
First: Required documents for obtaining the approval:

The application form shall be completed in print along with the signature of the land owner or of the authorized signatory, as well as the documents mentioned overleaf, including:

A copy of the owner's passports of the land, the owner of the license and national identity card.

A new research certificate (valid for no more than three months)

A copy of the plot map.

Complete drawings of 1: 100, a copy of the drawings on a CD. These shall be new as a date shall be set on the same day of the delivery of the transaction.

Feasibility study of the project.

A letter of pledge from a consultative office undertaking that the enclosed drawings comply with the classification conditions and criteria issued on 26/5/2008.

A letter of approval from an approved and licensed hotel management company to run the hotel establishment.

A no objection certificate from the owner of the building if it was leased.

If the application was to convert an inhabited building, there shall be enclosed with the transaction a list of the names of tenants indicating dates of leasing contracts( beginning and end of the lease contract for each tenant), approved by the owner.

In case of investing the land, a no objection letter from the owner may be attached indicating his approval of the investment of the same as a hotel establishment. The following documents required from the investor shall be enclosed therewith:

A valid passport copy

Civil register summary

An investment contract between the landlord and the licensee.( if the investor was a company, the articles of association thereof , attested by the Notary Public, shall be enclosed)
